Python, Pygame and SDL work under Windows.

Mplayer also exists for Windows...

It's not a question of whether it is possible, because it certaintly
is possible to at least get the GUI and basic video file watching
working, at least from a theoretical standpoint, certain things would
need to be ported, notably, hardware related things like CD detection,
and also, paths and such would need to be adjusted for Windows. 

I don't have a PC so I can't really help you there, but we'd accept
patches.
