it sounds like an incomplete file - from what I gather divx keep the index at the end of the file. if the file is not complete, the index will not be there. Windows Media Player refuses to play these files (though you can fix them using virtualdub), but mplayer will happily play them, but w/out the index you will be unable to see in the file (ff or rew).
If it's something you downloaded, try downloading it again, otherwise use virtualdub to fix it. (I'm sure there must be something in linux that fix these, but I've never come across it).
