Well, I believe there's a good chance it'll work, as long as the dependencies are satisfied. I believe the directories used in Mandrake is very close to if not identical to those used in RedHat for the common (share, python, etc.) stuff. Usually the difference between Mandrake and RedHat is with the package naming, so if freevo depends on package X, it might be called Y in Mandrake, or some less common files may be in another subpackage (usually related to devel stuff). Now, rebuilding the binary package on Mandrake using the supplied spec file is another issue altogether (some tweaks need to be made to the rpm macros referenced).
