It looks all right to me (And I've made about all possible mistakes on that
one!). Do the logs say anything? If not use a higher DEBUG setting.

The game menu is supposed to "come on" as soon as DIR_GAMES is set to
something (I think). It's in the beginning of freevo_config.py

I think I figured out how to configure DIR_GAMES:

DIR_GAMES = [ ('Atari 2600', '/data/videogame-roms/atari/',
               ('GENERIC', '/home/maccroz/downloads/stella/stella.sdl', 
'-fullscreen 1', '', [ 'bin' ])) ]

It does not flag any errors.

I have several ROMS in my atari folder, yet I don't see any games menu.  Is 
it supposed to show up in the root folder with movies, images, music?

Is there anything else I need to do to get games to work such as activating 
a plugin?
