Yea, I already have that initialized once in Freevo_config.py but I also tried putting it in local_config.py. When I do a ./freevo plugins -l it lists video.xine as active.

I think you also need a line follwing that plugin.remove like plugin.activate('video.xine')

or something like that (I forget the exact syntax).
