Brownies, yum... What driver are you using, standard kernel oss or alsa with oss emulation? In my alsa setup I capture with: "alsa:adevice=hw.0,0:amode=1:" in my mencoder line. My aumix shows me a "R" for my line-in (Line) with the volume set to 0 (or else you here the sound of your tv-card trough the system when recording) and the IGain is set to 60 (wich sets the record volume) Alsamixer shows Line as capture device with a volume of 0, and the Capture slider is set to 60, both sliders have the "CAPTUR" setting, controled with the spacebar.
