The solution turned out to be pretty simple. I needed to add

        plugin.activate('ossmixer')

to local_conf.py. Could this be a default?

With or without the above line, I still see the following error
message whenever I start Freevo.

        $ freevo
        can't locate plugin mixer
        start 'freevo plugins -l' to get a list of plugins
