Here is my mencoder command, it uses like 35% of my 1ghz celeron.
mencoder tv:// -tv driver=v4l:input=0:norm=ntsc:channel=10:chanlist=us-cable:width=320:height=240:outfmt=yuy2:device=/dev/video0:adevice=/dev/dsp1:audiorate=48000:forceaudio:forcechan=1:buffersize=64 -ovc lavc -lavcopts vcodec=mpeg4:vbitrate=4000:keyint=23 -oac mp3lame -lameopts br=128:cbr:mode=3 -ffourcc divx -endpos 3619 -o output.ext
I see that you are recording at 768x576, I bet that is the main problem. I have played with these settings quite a bit and the audiorate doesnt really change the cpu usage. So I would play around with width, height, vbitrate, and keyint and see what you can change to make it use less CPU. As a recommendation, i'd record at 384x288, that will really cut down om the CPU usage.
