After I got this all working I had a similar issue with home video
DVDs that I had made myself. This ended up being an issue with my DVD
drive. I bought a brand new AOPEN DVD/CDRW drive to replace an old one
that I had in my machine.

All was well with store bought DVDs. However, when I put in a DVD+R it
would not play. Switching back to the old drive made it all work
again. I imagine that it was an issue with the installed driver, but I
will save that battle for another day.
