i didn't know where is that param.
i found it (from kde) by Find Files/Folders -> Location "/etc" -> Contents "LANG=" it has to be somewhere in /etc but exact location differs on diferent distributions. so you only need to find file witch
contains "LANG=".

tip: look for/in files /etc/environment or /etc/sysconfig/i18n

i didn't have any luck with changing it from shell, nor with export command.
