I have progressed quite alot in the meantime.
I can re-construct the problem even outside Freevo:

sequence 1 : results in a good picture

1. when the system is re-booted I run mplayer
/dev/video0. I get a noisy picture, most of which is
noise (like the PVR-150 tuner noise) and a small tv
stripe at the bottom. I looked at the ivtvctl results
and it is configured to input 6 ( I use input 3 for TV
input)
2. I do ivtvctl AND set input to 3 (composite)
3. repeat "mplayer /dev/video0" and now get a clear
picture
4. If I now start freevo I get a clear recording and
clear TV picture. This is also true if I start freevo
after step 1.

sequence 2 : results in a  badly interlaced picture

1. when the system is re-booted I do ivtvctl AND set
input to 3 (composite)
2. run "mplayer /dev/video0" and now get a bad
interlaced picture
3. If I now start freevo I get a bad recording and bad
TV picture. This is also true if I start freevo after
step 1.

my take is that this is an ivtv issue. I tried
downloading the latest ivtv 3.7h but am having trouble
with the Make command. I have posted for help in the
ivtv mailing lists.
I can also mention that as my freevo is configured to
startup automatically with KDE , I can let it go
through this process and as lon as I exit freevo
without doing anything, I can continue with sequence 1
and all is good.
