I just was playing around with webradio.fxd.
Maybe I found something which can help you with your playlist problem.
In the source there is the following example:

<audio title="Smoothjazz">

<mplayer_options></mplayer_options>
<player>xine</player>
!!!!===> <playlist/>
<reconnect/>

</info>
</audio>
</freevo>
I do not have this <playlist/> thing in my webradio.fxd file.
And mplayer is never using the -playlist option for my webradio streams.
