K3b appears to have the ability to create a "Video DVD Project", when it opens up click on "Futher actions..." and select from the menu. This appears to create a project file with AUDIO_TS and VIDEO_TS folders, I've no idea how to do anything beyond that as I have no VOB files and no DVD writer here to try it with ;).
