May be:
TV_CHANNELS.append(('webcam',        u'WebCam',         '-3'))
TV_CHANNELS.append(('S-Video',       u'S-Video',        '-1'))

or

TV_CHANNELS += [
   ('webcam',        u'WebCam',         '-3'),
   ('S-Video',       u'S-Video',        '-1'),
]

This depends if TV_CHANNELS has already been defined, to be honest as I 
have to define my TV channels I'm not sure about this.
