I've just come across this plugin, I haven't tried it but it looks like 
it could be what you're looking for:

[j...@localhost ~]$ freevo plugins -i video.bilingual

Name: video.bilingual
Type: ItemPlugin
File: /usr/lib/python2.6/site-packages/freevo/video/plugins/bilingual.py

Description:
------------
Plug-in to play tv recordings which have bilingual audio

To activate, put the following line in local_conf.py:
| plugin.activate('video.bilingual')

The plugin is not activated in the current setting
