Certainly it has been attempted, as with FreevoLive, built on Mandrake
or Mandriva (can't recall how far back it was).
The biggest difficulty with this sort of setup is the TV setup which
needs to be individualised for small regions inside countries.
If you can dream up a way of setting that and keeping it up to date you
would be closer to solving the custom distro.
