Personaly, i use to go directly to configuration files without an
interface (or intermediate) program, but if i had to decide, i´ll choose
webmin, why is that ? Linuxconf makes changes to configuration files even
when you didnt want to. Besides that webmin brings some functionality to
your customer clients to access and do, let say, database management (or
whatever else)
