Why is /home/httpd/docs owned by root?

(System=RedHat 7, freevsd-1.4.7 and pre built mysqlphp skel)

/home/httpd/docs is owned by root so admin can't even edit the web
pages.

/etc/httpd/conf/httpd.conf is owned by root so admin can't edit the web
configuration.

This isn't the way it's supposed to be is it?
