setrights troubles

Hello everyone, I have just started migrating all the mail accounts over to 
the VS's that are on the prebuilt skel, and I have found that the setrights 
command is not doing as it should, when I setrights username +mail and then 
listrights username the user has no rights.

does anyone know what file the setrights binary rights to ? how can I fix 
this issue without a reinstall ?
