Adding Users?

I just have a quick question?

Within the Virtual Host how do you add a user besides "Admin" ? I have
looked through the support pages on freevsd.org as well as look through my
mailing list e-mails? I know this question sounds pretty easy and
ridiculous, but in Linux you usually use the "adduser" command. This does
not exist.
