mod_php4 cause httpd not startup!

Dear Expert,

        I'm running redhat 7 will php4,mysql,apache 1.3.19,inproved frontpage 2K 
v1.5.4 and webmin in VS, I've a problem to start apache server if I enable mod_php4 
support in apache conf file, I check with the apache log file and found that after 
enable mod_php4 apache server cannot write to /var/log/httpd/error_log file with 
permission denied, I try to chmod all apache log file with 

        chmod 664 error_log access_log

        then the apache server will startup correctly, didn't anyone know why?
