Hi,

The login privilege can only be activated by editing /etc/vsd/priv
directly in the Virtual Server as root. You'll see a line ...

        login:

... just add the username after that.

Note that all the login privilege does is to allow a user to grant 
the telnet privilege to other users, so be careful giving it to any
user other than admin (there should be no reason to). The reason 
the admin user does not have it automatically is because as an
ISP, you may not want your clients to be able to grant their users 
telnet logins without your knowledge (or without paying, more to the 
point).
