No Subject

Dear all,
I'm a newbie in FreeVSD.
I have problem when I create new user on my virtual
server.
Normal user of one virtual server (not admin) can not
telnet to the virtual server, but he can ftp to it.
It seems that the user has no login access per Telnet.
