Port 1726 is used for Secure VSD (VSD over SSL) and unless you have
specifically compiled from source with SSL support enabled will not be of
use to you. As you have installed from RPM you will by default be set up to
use port 1725. It sounds like you have got into a bit of a pickle so a
sensible step may be to uninstall freeVSD and repeat your installation
steps. Uninstall by executing the vsd-uninstall.pl script. Accept all the
defaults and when prompted to remove all VSD configuration, answer yes
(There is no need to delete your skel though). Next, remove the freevsd rpm
with: rpm -e freevsd-1.4.9. Now, repeat the steps of installing the freeVSD
RPM and running vsd-install.pl (No need to re-extract your skel).
Immediately after this repeat the netstat -nl command to verify that VSD is
listening on port 1725. If it isn't, let me know as there must be something
v. strange going on...
