Ana, Yes you can install the RH6.2 skel on a RH7.1 server. That is exactly the setup I am running on a dual PIII-500 and it works like a charm. All you need to install is the freevsd-1.4.9-2rh7.i386.rpm file and then install the skel according to the instructions in the INSTALL file. You don't need the freevsd-pkgs file unless you intend to create your own skel from your hosting server.
