I suppose you mean FreeVSD instead of FreeBSD, but indeed FreeVSD does make your life easier in creating and managing virtual servers. The tools you are referring to are not virtual server tools. Plesk and Webmin are software tools that can create and manage apache virtual servers. FreeVSD makes use of the the build in functionality of Linux to virtualize services. This makes it possible to create multiple independent virtual servers that act as seperate dedicated real servers. With some tweaking i suppose plesk and webmin can be run in a freevsd virtual server.
If you are just looking for a tool to create virtual hosts in in apache, than plesk and webmin will do fine.
