The quotes will get removed by the shell before it gets anywhere near mysqld
(or the wrapper script).
Remember than unless you're using a vserver setup underneath FreeVSD to mung
the localhost address to the virtual-servers real IP address, you don't
really want to be binding to localhost.
Try binding it to the IP address of the virtual-server.
