The easiest ways is as follows:

$ cp -r /var/lib/rpm /home/vsd/<skel>/var/lib
$ rpm -ivh --force --nodeps --root=/home/vsd/<skel> <filename>

Providing that this process doesn't modify the inode number of the file in the 
skel, the changes will automatically propogate to all of the VPSs.
