I don't know if it's a "fix" or not (I'm still figuring FreeVSD out, and 
experimenting quite a bit, but I fixed the CP bug by making cp owned by 
admin in the individual vsd. So far, it has worked fine, and I haven't had 
any other problems from that. Now, most of my users have only the admin 
user with shell access, if at all. (We do most of the admin work for our 
customers, so most don't do more than put files with ftp clients).
