chown seems to work only for those uid part of the virtual server definition (at creation time), so if even admin tries to change ownership of a user whose UID < VS_START_UID an error message will show up. Now that i'm talking about it, the message is not the same.. so are you sure you're logged as the 'admin' user before trying the chown ?
