I agree with tg to use UTC as default timezone, but I do not like this

All that stuff should not part of the build system, but part of an
optional web interface. Unfortunately, Germany's timezone definition has
a much more complicated syntax than the default UTC one, so providing a
UTC doesn't really help much.

So, I vote for just including "UTC0" as default timezone and document
timezone settings in the wiki now. We should include this stuff in the
NG webif.
