How about a configure option "enable DHCP server on LAN IF by default", which defaults to on/off depending on the package collection but still can be changed by the user, and, if you use the "no additional packages" or one of the build- everything selections, it defaults to a developer-friendly off. Sure, commercial routers are doing the same thing (e.g. the FritzBox), and some (mostly USA) devices default to DHCP-client on the WAN I/F, but FreeWRT isn't a WRT distribution, it's a WRT distribution kit.
