Whoops. If I don't do it myself, it never gets fixed.
Oh, it's a combination from "locales not installed", "bug
in debian locale configuration front-end (typo)", and some
other factors. By the way, I found two fixes at the same
time. One, which fixed it for me, was the Gentoo I18N wiki…
the other one was ankon (freebsd) who found the typo via IRC.
