That's not entirely true. Before 1.0 release we freezed the tree, to
get existing packages fixed and try to fix remaining bugs. 
1.1 will be ready in May, but new packages will be added to 1.0
branch if needed for 1.0 users. New packages in 1.0.x are not so bad.

1.0 will not contain any changes other than security and bugfixes
to toolchain, kernel or ADK. But new packages are harmless and help
us to get new packages tested. 

Not everybody has more than 10 routers to test and so will only
develop for 1.0, because only one router is available for production
and testing.
