Thorsten, I understood the idea, and I think that there's _no_ other clean
solution.
But as long as the line
ip addr delete 192.168.1.1/24 broadcast 192.168.1.255 dev eth0
is part of /etc/preinit
ip link set down dev eth0
should also be a part of this file,
A clean interface shutdown requires
ip addr flush dev foo
and
ip link set down dev foo
