Right, channel 11 is the last one in the US. 
Using "wl country" might show you that your device currently runs with
this setting. This is the drivers default if not changed by userland.

Channel 13 is the highest one allowed in Germany. So issuing "wl country
DE" and using channel 1 to 13 will be perfectly legal for you.

Channel 14 is for example allowed in Japan, which could be changed to
with "wl country JP". Only if you operated this device in Japan of
course ;).

As i can use every channel I'm supposed to use, i think you just missed
that the device itself won't know where it is operated in and suggests
"US" (if not told otherwise). Just tell it your location, and the
channels are avaliable.

Which is no problem if your APs does not operate on theese channels. If
you only want to monitor your own AP, just stay on its channel. No need
for hopping around.
