The Scoop Index measures how often a web log (or other frequently updated
news source) beats other web logs to a link. Every time two logs link to the
same location, the earlier log gets a point provided it wins by at least 30
minutes and the later link happened for the first time in the last 24 hours.
Links that date from before the last database reset are ignored. The index is
updated hourly.
