Given that it is possible to put arbitrarily large ordinance at precise 
locations, if a military planner doesn't have a clear idea what those 
locations are, then it seems to me they either have inadequate 
intelligence to proceed or they are planning to control a large 
percentage of a society.  In the latter case, surely they will be drawn 
into something that can't be won without huge investments and/or massive 
loss of life.    In this day and age why not retask the Army, Marines, 
etc. to be an international police force?
