Update
FWIW: so my ZTE non-phone Android (no data plan, no SIM cards) showed up (from Singapore) yesterday allowing me to access web sites over my Wi-Fi and in a short time I'm able to debug remotely in Chrome browsers (MBP to ZTE). The built in browser behaves not so well.
