I'm sorry to report that free education ended in England in 1998.  Tuition
cost 1000 pounds after that, but it rose over the intervening years to a
maximum of 9000 pounds and the majority of higher education institutions
charge the maximum.

After devolution in 1999, the Scottish Parliament decided to continue with
tuition-free college for its students.  But the costs are such that this
probably will not continue---especially if the Scots vote to leave the
United Kingdom in the September vote.
