Perhaps market forces can help here.   If in order for entertainers to 
entertain, it may become necessary to hire sophisticated private security.  
Ariana's people could take additional measures that ordinary law enforcement 
could not.   It seems there could be an opportunity for cyber/physical security 
companies to seek out various political or cultural organizations as customers. 
  Cross the wrong defense fund, they don't just send lawyers, they send an ops 
team.   It really just depends on the risks and the rewards what becomes the 
norm.
