The latter has to do with system updates (Component Based Servicing), see URL 
below.   It might be there is some anomaly in how your machine is taking 
bug-fixes from Microsoft, e.g. a patch got misapplied somehow and created a 
cascade of problems.  The former is probably just caching from your web browser 
and that sort of thing.

Hi, Anybody,

You remember that I complained that my 380gb hd kept filling up.  Today I 
downloaded winderstat and found that 200 gb of disk space is tied up in the 
windows Temp directory.  Any idea how I have been doing that?  Another 60 gb 
are tied up in a directory named CBS consisting entirely of .log files 
beginning with CbsPersist.  WTF?

What does everybody else on this list know about running a windows computer 
that I don’t know?
