I have it as, even though the Departments of a field may favorably select female candidates in most or all department choices, there may be a bias against women over all. Or, even though selfish individuals may be selected in each and every subpopulation of a general population, altruists may be selected overall because there is a negative correlation between size of group and selection for selfish individuals.
