They build a GAN (Generative Adversarial Network) that takes the last 20
minutes of weather radar (4 frames) and makes a probabilistic prediction of
the next 90 minutes of radar (18 frames).

Objectively and subjectively judged better than the existing ensemble
methods.  But not good enough on the extreme downpours, yet.
