Try - yes. Concerning noweb: I do not think it is such a big problem.
If Cygwin folks prefer separate package, then it may even work
out of the box. Otherwise we would need better patch to noweb
Makefile (to avoid problem with 'cp elisp/noweb-mode.el /dev/null').
IMHO crucial is attitude of Cygwin folks, but only trying you
can check if they are supportive or start piling red tape.
One more remark: on Cygwin due to higher performace probably ECL is
preferable to clisp. ECL is supposed to build fine on Cygwin, but
AFAIK nobody tried to build FriCAS using ECL on Cygwin. Also,
I think that there is no Cygwin package for ECL.
Another remark: there is good chance that after small change
graphics/hyperdoc will work using pipes insted of pty. In such
case mixed version (native Windows AXIOMsys and Cygwin graphics
+ hyperdoc) should work and may give best performance (if one
uses sbcl based AXIOMsys).
