I decided to activate PolynomialFactorizationExplicit for Integer.
So now several rings R should have 'factorPolynomial' operation
which allows factoring univariate polynomials over R. For
rings R having PolynomialFactorizationExplicit polynomial
rings over R should now have 'factor' operation.
As I wrote there is potential for bugs and loss of speed.
I added extra code so that in most cases we should use the
same factorizer as before, to minimize possible breakage.
Also ATM I did not activate PolynomialFactorizationExplicit
in finite characteristic. I feel that there are several
problems with factorization (and gcd) in finite
characteristic and we should fix them before activating
PolynomialFactorizationExplicit.
