In TermDisjunctiveNormalForm(p: PositiveInteger, n: NonNegativeInteger):
your have
    elt(p: %, i: Integer): EV ==
      infinite? p => error "elt: can't take components from infinity"
      retract(p).i

Notice that you use 'p' as formal parameter of 'elt', but 'p' is also
a parameter of the domain.

This kind of bug should be captured by compiler.

After fixing this, another bug happens, because the 'retract'
you are using is from Rep but not exported.

    elt(x: %, i: Integer): EV ==
      infinite? x => error "elt: can't take components from infinity"
      (retract(x)$Rep).i
