OK. One thing to note about parse_integer$ScanningUtilities:
it will siliently accecpt non-numerical characters.
parse_integer("a")$ScanningUtilities will return 49.
I have thought about change it to return Maybe(Integer), well, after
Maybe is merged into trunk.
