There were several attempts at creating Debian package.
Good start to find info on this is to Google search for
"FriCAS" Debian.  AFAICS technical problems (at least
known problems) are solved.  I would guess that main
obstacle is that Debian wants maintainer for a package.
Practiacally, if "start packaging" is to lead to
official Debian package, then you volunteer to be
package maintainer.  And you need to convince Debian
developers that you know what to do and are commited
enough...
