This is good but I don't see any reference to the remarkable work of Kula
Saikia, IPS, and adg (law and order) on this -- he has been at it
relentlessly for years within and outside the system.

Before writing to CM, would have been good to consult with Shri Saikia as
he is widely recognized for his work.
